WASHINGTON—They are heartbreakingly small, these rough-hewn iron shackles with openings that are just 2 1/2 inches in diameter. They are menacing, too, their five-pound bulk disturbingly heavy for the tiny wrists they confined. Despite their small size, they deliver a gut punch by summoning the horror and humanity of the slave trade in a way that no history textbook could ever do.
The George Washington Carver Regional High School Association is leading an effort to establish a museum in the former library of the historic black school on U.S. 15 in Culpeper, and it’s an idea favored by county officials.
